Why is Jonathan Pollard still in prison, Secretary Kerry?

US Secretary of State John Kerry has responded to allegations that the US bugged the offices of its allies, saying its activities were "not unusual" in international relations. [See BBC news item: Kerry: Spying not unusual in international relations]

Kerry continues: "Every country in the world that is engaged in international affairs of national security undertakes lots of activities to protect its national security, and all kinds of information contributes to that."

If, as you say Mr. Kerry, allies spy on allies all the time, and doing so is not unusual to defend national security interests, why is Jonathan Pollard still in jail nearly 3 decades after Israel ran a spy in the USA?

Why is Pollard the only spy to receive a life sentence for spying for an ally when the median sentence for such activity is 2 to 4 years; and why is Israel the only country that can never be forgiven?
